Intervention by the Peru People’s Movement at the International Conference in Wuppertal on the 25th and 26th of September 1999

 

Proletarians of all countries, unite!

 

LONG LIVE THE 50TH ANNIVERSARY OF THE CHINESE REVOLUTION!

 

Comrades, today we wish to take up some questions of decisive importance for the development of the International Communist Movement and the advance of the world proletarian revolution; today we do this recalling what was established by our Great Leader [Jefe], Chairman Gonzalo, in his masterful speech of September 24, 1992, that shines victoriously and powerfully before the world:

"Enough of this nonsense! Enough of these obscurities! Let us understand that! What is unfolding in the world? What do we need? We need Maoism to be incarnated, and it is being incarnated, and by generating Communist Parties to drive and lead this new great wave of the world proletarian revolution that is coming.

Enough imperialist exploitation! We must finish with them! We are of the third world and the third world is the base of the world proletarian revolution, with one condition, that the Communist Parties brandish and lead! That is what we must do!"

The speech has been a political, military and moral victory for the class and the people; in a masterful form and in the light of Maoism, Chairman Gonzalo has defined and established that Maoism is crossing to command the New Great Wave of the World Proletarian Revolution. We are within the era of the sweeping away of imperialism from the face of the Earth; thus our Great Leadership [Jefatura] arms us and prepares us ideologically to take up our different tasks.

Starting from this we begin to develop our intervention. We think it is appropriate that the representatives of all the different parties, organizations and revolutionaries who are here, the comrades who are participating in this most important International Conference pay close attention, starting from the Party documents, so that they know and can understand better the red line of our Chairman Gonzalo.

 

1) The victory of the Chinese Revolution is a great milestone for the world proletarian revolution.

The victory of the Chinese Revolution is the second of the three great milestones of the world proletarian revolution in this century; it established the joint dictatorship and resolved the step towards the socialist revolution; it changed the correlation of forces in the world in favor of socialism and marked the beginning of the strategic equilibrium of the world revolution. Chairman Mao was the protagonist and principally the highest leader of this great milestone, the recognized Great Leader [Jefe] of the Chinese Revolution. Founder of the Communist Party of China, he led the Party, the Army and the Front during the long years of people’s war; it was thanks to his application and development of Marxism that the Chinese Revolution could triumph. Furthermore, Chairman Mao founded the People’s Republic of China, led the socialist revolution and the Great Proletarian Cultural Revolution, resolving the problem of how to continue the revolution under socialism. Thus, to celebrate the victory of the Chinese Revolution is to celebrate Chairman Mao, the great helmsman who is inextricably linked to his though, his ideology, with Maoism. Celebrating the victory of the Chinese Revolution necessarily implies celebrating Maoism.

But this should be a celebration that consciously understands that Maoism serves the advance of the world revolution; we should see that the parties are indispensable for the application of Marxism to the concrete conditions of each reality, for the initiation and development of the people’s wars throughout all parts of the globe, for people’s war until Communism. With this we pass to the following point.

 

2) The strategic offensive of the world revolution. Maoism.

Our Party has defined that we are in the stage of the strategic offensive; we consider this to be a question of decisive importance for the Communists of the world. It should be understood and embodied, because if this question is not understood then the current situation that we are living in today will not be understood, and we will be unable to carry forward the tasks that the New Great Wave of the world proletarian revolution demands, which we are entering into today. Let us look at how the Party sees this question:

 

"From another perspective, Chairman Gonzalo expounds that in the process of the world revolution that sweeps imperialism and reaction from the face of the earth, there are three moments: 1st, the strategic defensive; 2nd, the strategic equilibrium; and 3rd, the strategic offensive of the world revolution. He does this by applying the law of contradiction to the revolution, since contradiction reigns in everything and all contradictions have two aspects in struggle, in this case revolution and counterrevolution. The strategic defensive of the world revolution, opposed to the offensive of the counterrevolution, begins in 1871 with the Paris Commune and ends with World War II. The strategic equilibrium occurs around the time of the victory of the Chinese revolution, the Great Proletarian Cultural Revolution and the development of the powerful national liberation movement. Afterwards, the world revolution enters the strategic offensive; this moment can be identified historically in connection with the 1980s when we see indications like the Iran-Iraq war, Afghanistan, Nicaragua and the initiation of the People’s War in Peru, an era circumscribed within the "next 50 to 100 years." From there onward the contradiction between capitalism and socialism will develop, and whose resolution will carry us to Communism. Our conception is of a long process, not a short one, with the conviction of reaching Communism even if it means passing through a series of twists and turns and the setbacks that will necessarily occur. Furthermore, it is not strange that we should apply the three moments to the world revolution, since Chairman Mao applied them to the process of the protracted people’s war. As Communists, we should see not only the moment, but the long years to come.

3. CURRENT SITUATION AND PERSPECTIVE.

In the current situation, and in perspective, we have entered the strategic offensive of the world revolution within the "50 to 100 years" in which imperialism and world reaction shall be sunk; and we shall enter the stage when the proletariat definitively grasps power and establishes its dictatorship. From there forward the contradiction shall be between socialism and capitalism on the road towards Communism. That restorations have occurred in the USSR and China does not negate the thriving process of development of the international proletariat; rather, it shows how fierce the struggle is between restoration and counter-restoration; from this we Communists draw lessons to avert the restoration of capitalism and to definitively establish the dictatorship of the proletariat."

Our Party expounded this in the First Congress, and it continues to be correct; it is proven day by day in the world that revolution is the principal historical and political tendency. Hence, how should we Communists and revolutionaries understand our ideology in these times? We should all be clear that our universal ideology today is Marxism-Leninism-Maoism, principally Maoism, as our Chairman Gonzalo has established near the beginning of the last decade, and that was accepted by the Revolutionary Internationalist Movement in 1993. Logically, this indicates that to be a Marxist today necessarily means being a Marxist-Leninist-Maoist, principally Maoist because: "Maoism is the application of Marxism-Leninism to the backward countries, to the strategic offensive of the world revolution and the continuation of the revolution under the dictatorship of the proletariat." We have reached this understanding thanks to the firm and wise struggle launched by Chairman Gonzalo and the Communist Party of Peru that unfolds as the red fraction within the International Communist Movement, with the People’s War in our country as the torch of the world revolution.

To uphold, defend and apply Maoism is currently the essence of the struggle between Marxism and revisionism.

It is only through upholding, defending and applying Marxism-Leninism-Maoism, principally Maoism, that the international proletariat, through its Communist Parties, will be capable of leading the conquest of power and the emancipation of the oppressed in order to emancipate itself as a class. Thus, we have the ideology, we have the general; what do we need? Its application. Who will do this? The Communists organized into their party as the class vanguard. Thus it is clear that we need Communist parties that should step towards applying Marxism-Leninism-Maoism, principally Maoism to their concrete conditions, grasping people’s war in order to guarantee the triumph of the revolution, as part of and serving the world revolution, generating their guiding thought.

 

3) The necessity of the reconstitution of the Communist Parties.

Since Marx and Engels we have known that the proletarian revolution is not capable of winning without a Communist party:

"In its struggle against the united power of the owning classes the proletariat cannot act as a class unless it constitutes itself into a political Party distinct and opposed to all the old political parties created by the owning classes."

"This constitution of the proletariat into a political Party is indispensable to ensure the triumph of the social revolution and its ultimate goal: the abolition of the classes..."

Lenin established:

"The Proletariat, in its struggle for power, has no weapon other than organization. The proletariat, disunited by anarchic competition within the bourgeois world, crushed by forced labor at the service of capital, constantly thrown in the abyss of the most complete misery, brutality and degeneration, can only become, and will inevitably become, an invincible force when its ideological union by means of Marxist principles secures itself through the organization’s material unity, which gives cohesion to the millions of workers in the army of the working class. Before this army neither the decrepit power of the Russian aristocracy nor the decaying power of international capitalism will be able to sustain itself. Each day this army will extend its ranks farther, despite all the zigzags and steps backwards, despite the opportunist phrases of the puppets of contemporary social democracy, despite the fatuous eulogies of the backward circular spirit, despite the tinsel and the intellectual’s own anarchist bankruptcy."

And Chairman Gonzalo indicates the lessons to draw:

"We Communist and revolutionary Peruvians must pay attention to these words which are today more precious than ever. In them we reiterate: In the first place, the struggle for power demands the organization of the proletariat, and its importance is such that it composes its only weapon. In the second place, despite all the difficulties imposed by exploitation, if it takes Marxism as its guide and base of ideological unity and solidifies it by tightening their ranks in organization, the proletariat will be invincible. In the third place, against the organized army of the proletariat the reactionary power will be unable to stay in power in any country nor will imperialism or social imperialism on a global level. In the fourth place, the organized working class will close its ranks more and more against the sinister plots of contemporary revisionism, advancing despite the evidently decrepit group and sectarian spirit, and will march on despite the organizational renunciation and the declamatory verbiage of the "intellectual’s own anarchism."

In that manner Lenin set forth the problem of the construction of the Party, of its necessity and development in struggle and of its ideological, political and organizational construction."

Chairman Mao expounded this more clearly than ever before:

"If there is to be a revolution, there must be a revolutionary Party. Without a revolutionary Party, without a revolutionary Party built on the Marxist-Leninist revolutionary theory and in Marxist-Leninist revolutionary style, it is impossible to lead the working class and broad masses of the people to defeat imperialism and its running dogs. In the more than one hundred years since the birth of Marxism, it is only through the example of the Russian Bolsheviks in leading the October Revolution, in leading socialist construction and in defeating fascist aggression that revolutionary Parties of the new type were formed and developed in the world. With the birth of revolutionary parties of this type, the face of the world revolution has changed. The change has been so great that transformations utterly inconceivable to people of the older generation have come into being through fire and thunder... With the birth of the Communist Party, the face of the Chinese revolution took on an altogether new aspect. Is this fact not clear enough?" (Mao Tse-tung, Selected Works, Vol. IV p. 284. Thus, the duty of the Communists at the world level is to struggle untiringly for the reconstitution of the parties that have been destroyed by revisionism, upholding, defending and applying Marxism-Leninism-Maoism, principally Maoism, to concrete reality of each country, centering the struggling within each Party specifically on the application of Maoism, establishing the general political line (its center: the military line) and the program of the revolution, all in function of initiating people’s war, the highest form of struggle, as soon as possible.

 

4). For the militarization of the Communist Parties and the concentric construction of the three instruments of the revolution.

The principal contribution that Chairman Gonzalo has made is having defined Maoism as the third, new and superior stage of Marxism; but this is not his only contribution; there are many more of universal validity to the development of Marxism. One of these that is of decisive importance is the Marxist-Leninist-Maoist, Gonzalo Thought thesis on the militarization of the Communist parties. Let us see how the Congress established this:

- The militarization of the Communist Party and concentric construction. Chairman Gonzalo expounds the thesis that the Communist parties of the world should militarize themselves for three reasons:

First, because we are in the strategic offensive of the world revolution; we live during the sweeping away of imperialism and reaction from the face of the earth, within the next 50 to 100 years, an epoch marked by violence in which all kinds of wars take place. We see how reaction is militarizing itself more and more, militarizing the old states and their economies, developing wars of aggression, trafficking with the struggles of the people and aiming toward a world war; but since revolution is the principal tendency in the world, the task of the Communist parties is to uphold revolution, shaping the principal form of struggle: people’s war to oppose the world counterrevolutionary war with world revolutionary war.

Second, because capitalist restoration must be prevented. When the bourgeoisie loses power, it introduces itself inside the party, uses the army, and seeks to usurp power and destroy the dictatorship of the proletariat to restore capitalism. Therefore, the Communist Parties must militarize themselves and exercise the all-round dictatorship of the three instruments, forging themselves in people’s war and strengthening the armed organization of the masses, the people’s militia, in order to engulf the army. For this reason, Chairman Gonzalo tells us to "forge all militants as Communists, first and foremost, as fighters and as administrators"; for that reason, every militant is forged in the People’s War and remains alert against any attempt at restoration.

Third, because we march toward a militarized society. By militarizing the Party, we complete a step toward the militarization of society which is the strategic perspective of guaranteeing the dictatorship of the proletariat. The militarized society is the sea of armed masses that Marx and Engels spoke of which guards the conquest of power and defends it once conquered. We take the experience of the Chinese Revolution, of the anti-Japanese base at Yenan, which was a militarized society where everything grew out of the barrel of a gun: party, army, state, new politics, new economy, new culture. And in this way we develop war communism.

In the First National Conference (November 1979), Chairman Gonzalo expounded the thesis of the necessity of militarizing the Communist Party of Peru; afterward, in the first months of 1980 when the Party was preparing to initiate the People’s War, he proposed to develop the militarization of the Party through actions, basing himself on what the great Lenin said about reducing the non-military work in order to center it on the military; that times of peace were ending and we were entering times of war, so that all forces should be militarized, thus taking the Party as the axis of everything, we must build the Army around it and with these instruments, with the masses in the People’s War, build the New State around both; that the militarization of the Party can only be carried forward through concrete actions of the class struggle, concrete military-type actions. This does not mean we will only carry out various types of military actions exclusively (guerrilla actions, sabotages, selective annihilation, armed propaganda and agitation) but that we must carry out mainly these forms so as to provide incentive and development to the class struggle, teaching with deeds, with these types of actions as the principal form of struggle in the People’s War.

The militarization of the Party has its antecedents in Lenin and Chairman Mao, but it is a new problem developed by Chairman Gonzalo, taking into account a new question of the class struggle, and we must see that new problems will arise that will be resolved through experience. These will necessarily imply a process of struggle between old and new that will develop further, with war being the highest form of resolving contradictions, of empowering the people’s faculties to find solutions. It is the militarization of the Party that has enabled us to initiate and develop the People’s War. We consider this experience to have universal validity, and for that reason it is a requirement and necessity for the Communist parties of the world to militarize themselves.

The concentric construction of the three instruments is the organic formation of the militarization of the Party and, in synthesis, it is summarized in what Chairman Gonzalo teaches: "The Party is the axis of everything, it leads the three instruments in an all-round way, its own construction, it absolutely leads the Army and the New State as a joint dictatorship aiming toward the dictatorship of the proletariat."

With the militarized Communist parties we will triumph; it is necessary to understand this well, that we are in the strategic offensive of the world proletarian revolution and Marxism is developing. We must not fall into subjectivism and think that things are the same as in the past; now the thesis on the militarization of the Communist parties is part of Marxism, and the Communists should firmly grasp it with resolution.

 

5) The necessity of a guiding thought for each revolution.

Well, we have touched on the reconstitution of the Communist parties as militarized Marxist-Leninist-Maoist parties, now let us see a question that some don’t understand well and other are basically opposed to, as they continuously avoid it: the necessity of a guiding thought for each revolution.

The People’s War in our homeland is today unfolding within the Strategic Equilibrium, overcoming the bend in the road that the revolution took with the arrest of Chairman Gonzalo, resolving the problems presented by the arrest of Comrade Feliciano and is today building apparatuses superior to the reactionaries, marching unstoppably towards the conquest of power countrywide. How have we been able to advance where we are today? Why are we totally convinced that the People’s War will inevitably win? All of this is thanks to the Great Leadership [Jefatura] of Chairman Gonzalo and his all-powerful Gonzalo Thought. Gonzalo Thought is the guarantee of victory of the Peruvian revolution; our Great Leadership [Jefatura] is our center of party unification, and is unbreakably united to his thought. Chairman Gonzalo, creatively applying the universal truth of Marxism-Leninism-Maoism, principally Maoism, to the concrete conditions of the Peruvian revolution, has generated Gonzalo Thought; it is important to stress that it was by applying the universal truth that Gonzalo Thought has been generated, and this is specifically principal for the Peruvian revolution. Therefore the struggle within each party or group that struggles for reconstitution should center on how to apply Maoism to the concrete situation of the revolution in that country; of how to see the particular, of extracting the laws of the revolution to be able to handle and lead the complex class struggle, its reflection within the Party as the two-line struggle, in order to be able to initiate and develop the People’s War. In this struggle the specific [aspect] of a party is generated, what guides it, a guiding thought and a Great Leader [Jefe]. Let us see:

 

"All revolutions, in their process of development, through the struggle of the proletariat as the leading class and, above all, the struggle of the Communist Party that raises their unre-nounceable class interests, generate a group of lead-ers and principally one who represents and leads it, a Great Leader [Jefe] with authority and rising influence. In our reality this has concretized, due to historical necessity and contingency, in Chairman Gonzalo, Great Leader [Jefe] of the Party and revolution.

Moreover, and this is the basis upon which all Great Leader-ship [Jefatura] is formed, revolutions give rise to a thought that guides them, the result of the application of the universal truth of the ideology of the international proletariat to the concrete conditions of each revolution; a guiding thought indispensable to reach victory and conquer -power and, moreover, to continue the revolution and maintain the course always towards the only, great goalCCommunism; a guiding thought that, arriving at a qualitative leap of decisive importance for the revolutionary process that it leads, becomes identified with the name of the one who shaped it theoretically and practically. In our situation, this phenomenon specified itself first as guiding thought, then as Chairman Gonzalo's guiding thought and later, as Gonzalo Thought; because it is the Chairman who, creatively applying Marxism-Leninism-Maoism to the con-crete conditions of Peruvian reality, has generated it, thus endowing the Party and the revolution with an in-dispensable weapon that is the guarantee of victory."

We call upon the Communists to study this question well, because it is a decisive necessity for the world proletarian revolution, for the revolution to advance and triumph.

Well, comrades, we have briefly seen some questions that are of tremendous importance for the revolution. We have been brief but our task is to continue developing this process to serve the world revolution. In conclusion, we wish to touch upon the current situation of the International Communist Movement.

Our Party is for the struggle for a future Communist International based on Marixsm-Leninism-Maoism, principally Maoism, and we consider the Revolutionary Internationalist Movement as a step forward on that road, that serves [this purpose] as long as it is based on and follows a just and correct ideological and political line. Precisely for this reason, we wish to make this clear: for the Revolutionary Internationalist Movement (RIM) to advance as is necessary, all the different convergences with the revisionist and capitulationist Right Opportunist Line (ROL) that are occurring within the very heart of RIM must be swept away. The MPP has mentioned on repeated occasions the position of our Party concerning the CoRIM and the convergences with the ROL it has been expressing for a long time; enough obscurities. What type of Communists can say that there are "proofs that indicate Chairman Gonzalo is behind the peace letters", when the reference they make are the words of a miserable rat, a known traitor, and a "self-criticism" set up by the SIN? If they wish to name one political "proof", then please show us in what deeds of Chairman Gonzalo can we see the antecedents of a ROL. But this cannot be done, ever, because they don’t exist; it is a hoax, it doesn’t matter how many times they insist on expounding the black positions that aim against our Chairman Gonzalo, they are not going to change reality. Nor will we allow that the struggle against these positions continue to be diverted. The struggle should be in function of imposing Maoism as the command and guide of the world proletarian revolution; furthermore the CoRIM is clashing with Maoism itself, therefore it is not a coincidence that they clash with he who has defined it. We are for the solution to these problems that appear among the people, through the development of criticism and self-criticism; it is necessary that those who have been expounding these positions seriously reflect and that they make a strong self-criticism.

Thus, we conclude this intervention convinced that the People’s War in Peru is completely overcoming the bend in the road and that the Central Committee of the Communist Party of Peru, today led by Comrade Julio under the Great Leadership [Jefatura] of Chairman Gonzalo, together with the entire Party, is resolving the new problems with Gonzalo Thought.

The truth of Marxism-Leninism-Maoism is irresistible. The masses of people in the world will inevitably rise up for revolution. The world revolution will inexorably triumph.
