Proletarians of All Countries, Unite! LONG LIVE THE XX ANNIVERSARY OF CHAIRMAN GONZALO’S MASTERFUL SPEECH, WHICH SHINES VICTORIOUSLY AND POWERFULLY BEFORE THE WORLD AS A COMBAT WEAPON!
(Chairman Gonzalo’s Speech, PCP – Lima Base, September 1992) The Peru People’s Movement, generated organ of the Communist Party of Peru, celebrates this XX anniversary of Chairman Gonzalo’s Speech together with the whole Party, its Central Committee, its whole system of Party leadership and all the heroic masses that continue to fight in our victorious people’s war, crushing the opposing lines, the opportunists and revisionists of the ROL and the LOL. We subject firmly and unconditionally to our Great Leadership Chairman Gonzalo, Great Leader of the Party and the revolution, centre of Party unity and guarantee of triumph until Communism, and to our Central Committee that continues to apply Gonzalo thought to solve the new problems that appear on the road of the revolution, struggling inseparably with the masses in people’s war. We celebrate the importance of the Masterful Speech of our Great Leadership, as well as the importance of the 20 years that have passed since then. They are 20 years that have given us great lessons and that forge us more as communists, as Marxist-Leninist-Maoists, Gonzalo thought, principally Gonzalo thought. In this time period we have seen how the contributions of Chairman Gonzalo have repercussions in the world, how Parties and organizations in different countries have assumed the urgent and decisive task, established by the Chairman, of reconstituting the Communist Parties as Marxist-Leninist-Maoist Parties and initiating people’s wars – but on the other hand we have seen how opportunism and revisionism, being the main danger for the world revolution, took the arrest of our Great Leadership as an opportunity to raise their head and serve the plans of imperialism and reaction. It is a law: the proletarian and correct line, a product of the whole experience of the heroic struggles of the class and of the people, is always concretized in persons, i.e. in “a group of great leaders and principally one that represents it and leads it, a Great Leader of authority and recognized ascendancy”, and knowing this, the class enemy has as one of its primordial counterrevolutionary goals to annihilate this leadership, physically as well as the ideology and thought that it is based upon. It is nothing new, the most famous examples are the attacks on Comrade Stalin and Chairman Mao Tse-tung; in the absence of the Great Leadership imperialism and reaction launch their slander campaigns, and they have their agents within the proletarian ranks – i.e. the revisionists and opportunists who, some consciously and others not, carry out their dirty work to deprive the world revolution of its principles, of its just and correct line. They aim to ideologically disarm the proletariat and the peoples of the world. This is the essence of the revisionist thesis of the “personality cult” and the attacks against the Marxist principle of Great Leaders and Great Leaderships. In the case of Chairman Gonzalo, he is the one who 1) establishes Maoism as third, new and higher stage of Marxism, 2) assumes the defense of “the universal validity of the people’s war and its consistent application, keeping in mind the different types of revolution and the specific conditions of each revolution”, and 3) insists that Maoism, as the universal ideology of the international proletariat, must be specified and applied to the conditions of each country through the practical experience of making revolution, generating a guiding thought, that is concretized in a Great Leadership, based on said thought. Without this practical experience and concrete application, Maoism is converted into a dead dogma, a harmless theory. Therefore, those who were opposed to accepting Maoism as third, new and higher stage, and those who did not want to make revolution in their own countries, but instead practice the revisionist politics of “accumulating forces”, were the first to take the arrest of Chairman Gonzalo and the hoax of the “peace accords” as an opportunity to spread their revisionist positions on world level. This is the essence of Avakian’s “new synthesis”, and it is clear that his revisionism continues to have repercussions in the Parties and organizations on world level, including among those who talk of “criticizing it”. Today, the Communist Party of Peru, under the leadership of its Central Committee, continues to uphold, defend and apply the principles of Marxism-Leninism-Maoism, Gonzalo thought, principally Gonzalo thought, and continues to develop the people’s war under complex circumstances. It is the Party that insists on defending Maoism as third, new and higher stage of Marxism, it is the Party that continues to insist that Maoism must be applied to the conditions of each revolution, initiating and developing people’s war. To build the New Power until the conquest of power in the whole country, carrying out the democratic revolutions in the semicolonical and semifeudal countries, in order to then, without any interruption, continue with the socialist revolution under the dictatorship of the proletariat and with successive cultural revolutions march towards our final goal, the ever golden Communism, all with people’s war. Furthermore, it is the Communist Party of Peru that insists that today “here, like in the whole world, there is no room for capitulation, peace accords or truce at all!” before the imperialist plan of “peace accords”, and keeping in mind the whole experience of the last 20 years, from Peru, from Nepal and from other countries, that confirm its existence. This plan is what imperialism intends to apply in India and in other countries: calling the right within the Communist Parties to capitulate, to sell out the revolution and go to elections, to spread false illusions among the masses and portray themselves as “bourgeois democrats” (see the ROL and the news in this respect concerning India) and then, with the revisionist leaders quite comfortable in the old state, annihilate the communists and the revolutionary masses. This is precisely why it is necessary for imperialism and reaction to continue attacking the PCP, and they have the help of new revisionism and all kinds of opportunists around the world, and of the ROL and the LOL in Peru. In this way they continue to stage new hoaxes to try to annihilate the proletarian leadership of the revolution in Peru, and the PCP’s influence on world level, saying that “the PCP no longer exists”, that now “there are only factions without central leadership”, and they control (directly or indirectly) individuals and grouplets of capitulators and traitors in Peru and abroad to spread these hoaxes. Others only in words defend the position of the PCP and reject the revisionist positions, but insist on not taking position for the Central Committee of the PCP; they do not close ranks, and they do not say, for example, who pointed out and defined the existence of the ROL and the LOL and is combatting them. Just like in the case of Avakian’s duplicity concerning the structuring of the ROL in the prisons, they make echo of the reaction or of individuals who portray themselves as “leftists and agitators”. In this way they express their convergence with the plan of imperialism. Therefore, we call the communists and revolutionaries of all the countries to unmask these plans of imperialism, reaction and revisionism. Reject and combat the new revisionism implacably, because it is only by applying the Maoist method of criticism and self-criticism, of struggle to the death against revisionism, that the Parties can advance and initiate and develop the people’s war in all the countries, the only way to confront the imperialist war and conquer the power for the proletariat and the people. Reject the revisionist thesis that “two unite into one” – because it only means to unite with the bourgeois principles and sell the revolution for a plate of beans. We will only achieve unity of the International Communist Movement with struggle based on our principles and the rich practical experience of the class and its vanguard in the application of these principles. “Finally now, listen to this. As we see in the world, Maoism is marching unstoppably to lead the new wave of world proletarian revolution. Listen well and understand! Those who have ears, use them. Those who have understanding - and we all have it - use it! Enough of this nonsense. Enough of these obscurities! Let us understand that! What is unfolding in the world? What do we need? We need Maoism to be incarnated, and it is being incarnated, and by generating Communist Parties to drive and lead this new great wave of the world proletarian revolution that is coming. Everything they told us, the empty and silly chatter of the famous "new age of peace." Where is it now? What about Yugoslavia? What about other places? That is a lie; everything became politicized. Today there is one reality; the same contenders of the First and Second World War are preparing a new Third World War. We should know this and we, as the children of an oppressed nation, are part of the booty. We cannot consent to this! Enough imperialist exploitation! We must finish with them! We are of the third world and the third world is the base of the world proletarian revolution, with one condition, that the Communist Parties brandish and lead!
