Proletarians of All Countries, Unite! LONG LIVE THE XXXII ANNIVERSARY OF THE PEOPLE’S WAR IN PERU! ”A period has ended; the preparations for the new period have been made. We seal what has been done until now; we open the future; the key is the actions, the goal is the power. This is what we shall do, history demands it, the class demands it, the people has foreseen it and wants it; we must fulfill and we will fulfill, we are the initiators”. (We are the Initiators, PCP, Expanded Central Committee, 1980) ”Comrades, the contradictions are coming to a head, but we can manage them. We have learned to manage the history, the laws, the contradictions. It is up to us to solve all this by realizing it in acts of war; nothing will stop us. We irreversibly go over to times of war, the contradiction will unfold, the new will triumph, and take us to the end”. (We Are the Initiators, PCP, Expanded Central Committee, 1980) ”Our starting point is this: each class has its own specific form of war, and therefore its own strategy. The proletariat has developed its strategy, people's war, and it is a superior strategy. The bourgeoisie can never have a strategy superior to this. Moreover, there will never be a strategy more developed than that of the proletariat. It is a question of studying military processes in the world. Each class has always brought forth its own form of waging war, and its own strategy. And always, the superior strategy has defeated the inferior strategy, and the new class always has the superior strategy and that's what people's war is. There is evidence to prove this. There are military analysts who put it like this: communists, when they have applied their principles, have never lost a war; they have only lost wars when they have not applied their principles.” (PCP – Interview with Chairman Gonzalo) ”[Chairman Gonzalo] upholds that in order to carry forward the people’s war, one must keep in mind four fundamental questions: 1) The ideology of the proletariat, Marxism-Leninism-Maoism that must be specified in a guiding thought. Therefore we base ourselves on Marxism-Leninism-Maoism, Gonzalo thought, principally in the latter; 2) The necessity of the Communist Party of Peru that leads the people’s war; 3) The people’s war specified as peasant war that follows the road of encircling the cities from the countryside; and 4) Support bases or New Power; the construction of support bases is the essence of the road of encircling the cities from the countryside.” (PCP – Military Line, 1988) On this 17th of May 2012, the Peru People’s Movement celebrates, together with the whole Communist Party of Peru, its Central Committee and its whole system of Party leadership, all the Committees and all the militants, combatants and masses, the XXXII anniversary of our victorious people’s war. We express our full subjection to our Great Leadership Chairman Gonzalo, continuer of Marx, Lenin and Chairman Mao Tsetung, center of Party unity and guarantee of triumph until Communism, and to our all-powerful ideology Marxism-Leninism-Maoism, Gonzalo thought, principally Gonzalo thought. We give our salute to the People’s Liberation Army, without which the people would have nothing, and to the New Power that shines defiantly before the world. It was Chairman Gonzalo who, in hard struggle against revisionism, ”guided the red fraction under the strategic policy of following the ”Road of encircling the cities from the countryside”; from ’69 to ’76 guided the Party with the strategic policy of ”Reconstitution of the Party for the People’s War” and from ’76 to ’79 with the strategic policy ”Culminate the Reconstitution and Lay the Foundations” for the initiation of the armed struggle.” (PCP – Military Line, 1988). And thus, applying the universal ideology of the proletariat to the conditions of our revolution, the people’s war was initiated on the 17th of May 1980 with an action against the reactionary elections, crushing all the revisionist positions (the first ROL) that said ”there are no conditions”. The armed struggle was initiated applying revolutionary violence not as merely ”defensive” violence, not principally as an ”answer” to the reactionary violence, but principally as people’s war to destroy the old and build the new. It was thanks to the application of the universal ideology of the international proletariat to our conditions in people’s war, that the Party came to understand Maoism as a new, third and higher stage of Marxism, and to develop the militarization of the Party and its concentric construction. Thus, in the midst of people’s war, in 1988 the First Congress of the Party was realized, the first Marxist Congress, that defined our Basis of Party Unity that continues to be valid and is the BPU to which the whole Party subjects; with its three elements, the ideology, Marxism-Leninism-Maoism, Gonzalo thought, principally Gonzalo thought; the Program and the General Political Line with its center the Military Line. And with this BPU, with this Great Leadership and its all-powerful thought, with the principles of our class, victory is guaranteed. Therefore, the struggle to the death against revisionism as the main danger is decisive for the people’s war. Like the reaction itself recognizes: ”Communists, when they have applied their principles, have never lost a war; they have only lost wars when they have not applied their principles”. Today, the Party continues to lead the people’s war under difficult circumstances, combatting the opposing lines, the ROL and the LOL, crushing the revisionist thesis that ”two unite into one”, upholding and applying our Marxist method of two-line struggle, on the national as well as the international level. While the capitulators and traitors repeat the hoaxes of the class enemy, trying to justify their treason, our heroic militants and combatants are in the combat arena giving their lives. ”Revisionism has already lost out, it's only a matter of time. The problem is already defined, the rubbish has begun to be swept away, burned away; as I said, it's only a matter of time. The process of their demise began years ago. And if we go back further, to the beginnings, the ball game was lost when they became revisionists, when they abandoned their principles--at that point. What remained to be seen was how the class struggle would develop, and how a Party like ours would be capable of carrying out its role, and how the masses would sustain it, support it and carry it forward, how they would come to see that it is their Party, that it defends their interests. And it is the masses themselves who will settle accounts, giving a just punishment to those who for decades have sold out and who continue to sell out the proletariat's basic interests, and they will also condemn and sanction those traitors who try to do so or begin to do so”. (PCP – Interview with Chairman Gonzalo) As Chairman Gonzalo has established, our people’s war is developed as part of and serving the world proletarian revolution. It is a principle that we will never abandon. The Peruvian proletariat and people are firmly united with the international proletariat and the oppressed peoples of the whole world. We unite with the heroic proletariat and people of India and other countries, and with all its communists and revolutionaries in the struggle to forge their leadership, in struggle to the death against revisionism, and not in conciliation, to develop people’s war until Communism. We reaffirm ourselves in our principles that the command never dies, that the banner once hoisted must never be lowered, and People’s War Until Communism!
