Proletarians of All Countries, Unite! LONG LIVE THE 1ST OF MAY, DAY OF THE INTERNATIONAL PROLETARIAT! The people's democratic dictatorship needs the leadership of the working class. For it is only the working class that is most far-sighted, most selfless and most thoroughly revolutionary. The entire history of revolution proves that without the leadership of the working class revolution fails and that with the leadership of the working class revolution triumphs. Chairman Mao Tsetung – On the People’s Democratic Dictatorship In the history of the world, when the feudal class was advanced in China, it took 250 years to definitely crush the restoration of slavery; when the bourgeoisie in the West struggled against feudality to crush its attempts at restoration, or the actual restorations of feudality, it took it 300 years to definitely install itself at the power; and, when it comes to a revolution in which the proletariat definitely installs itself at the power, the struggle between restoration and counterrestoration is extremely sharp and bitter, and it will take approximately 200 years counting from the Paris Commune, in 1871. The experiences of restoration in the USSR and China teach us great lessons, positive as well as negative; especially emphasize the gigantic steps forward in the realization of the new State and how the Great Proletarian Cultural Revolution is the solution to ward off restoration. The Communist Party of Peru – International Line, 1988 The Proletariat generates a political apparatus: the Communist Party, totally opposed to and different from the other parties, with the objective of taking the political power; thus Marx defined it. Lenin established the characteristics of the Party of a new type, combating the undermining influence of old revisionism, that generated bourgeois worker’s parties based on the worker’s aristocracy, the union bureaucracy, parliamentary cretinism, and adjusted to the order. Chairman Mao Tsetung developed the construction of the Party around the gun and put forward the construction of the three instruments. Chairman Gonzalo established the thesis of the militarization of the Communist Parties and the concentrical construction of the three instruments. The Communist Party of Peru – International Line, 1988 On this 1st of May, the Peru People’s Movement directs its warm communist greetings to the international proletariat, the last class of history, and to all the communists and revolutionaries of the world. We reaffirm ourselves in our Great Leadership Chairman Gonzalo and his all-powerful thought, in the vanguard of the Peruvian proletariat, the Communist Party of Peru, its Central Committee and its whole system of Party leadership, and in all that was established by our I Congress, the III Plenum of the Central Committee and the masterful Speech of our Great Leadership. The facts of the present situation in our country and in the whole world confirm the decisive importance of the proletariat’s historical role as the leading class. Today, when all the contradictions are sharpening, and the peoples of the world rise up in arms against this old and decrepit system of exploitation and oppression, what the genocidal imperialists and reactionaries fear more than anything else is precisely the proletarian leadership of the revolution. The bloodsuckers are very much aware that a revolution led by the conscious and organized proletariat, is a revolution that they will not be able to defeat, and that will not be stopped until its final victory. Therefore, they carry out their “low intensity war”, their whole countersubversive war and all their ideological propaganda with the purpose of bereaving the revolutions of their proletarian leadership, or prevent that such a leadership is generated where it does not exist. The propaganda of the general counterrevolutionary offensive against the proletarian movement, against Marxism and the revolution, continues to be a central and essential part of the culture, education and politics of the ruling classes in the whole world. All this propaganda about “totalitarianism”, “terrorism” etc. has the purpose of preventing or destroying the class consciousness of the proletariat; prevent the workers from advancing and assuming their historical role, and the central point, prevent them from forming their proletarian vanguards, the Communist Parties that initiate and lead people’s war in all the countries. One of the main instruments of this counterrevolutionary offensive is revisionism, i.e. bourgeois ideology masked as Marxism, and the agents of the bourgeoisie inside the proletarian movement. While the whole old revisionism continues to fulfill its reactionary task, with bourgeois “communist” or “leftist” parties that from their posts in the states and parliaments of the bourgeoisie repress the proletariat and the peoples, imperialism is now facing the problem of Maoism, i.e. Marxism-Leninism-Maoism, principally Maoism, the universal ideology of the international proletariat, the Marxism of today, forged in the struggle to the death against revisionism and with all the rich experience of our class. That is, the reactionary task of annihilating the proletarian leadership of the revolution, in today’s world means to annihilate Maoism, and one of the ways of doing so is to revise it, distort it or turn it into a dead dogma, without concrete application. They have all kinds of revisionists, sellouts of the working class, capitulators and traffickers at their service to present a tamed “maoism”, adjusted to the needs of imperialism, and to attack the principles of our class. This is the role of new revisionism with its “new synthesis”, “Prachanda path” etc., its negation of the principle of Great leaders and Great Leadership of the revolution and its other revisions of Maoism, it is the role of the revisionist and capitulationist ROL [right opportunist line] and the role of the LOL [“left” opportunist line] with its armed revisionism. What these so-called Maoists have in common with all the old revisionists like Trotsky, Chrusjtjov or Teng, is precisely that they attack the Great Leaderships (with the argument of the so-called “personality cult”), that they deny the necessity of applying Maoism to the concrete conditions of each country, that they insist on the possibility of “pacific transition”, “peace accords” and oppose the destruction of the old state and the construction of the new state. Here we see the reason why imperialism and reaction have made such great efforts to discredit and isolate the Communist Party of Peru, its Great Leadership Chairman Gonzalo and the people’s war in Peru: because of the undeniable international importance and influence of Chairman Gonzalo, our Party and the heroic proletariat and people of Peru, and because it is precisely our Party that continues to insist on the struggle to the death against revisionism and on the defense and application of Maoism. The objective conditions for the world proletarian revolution are magnificent; imperialism is sinking more and more in its crisis and its character as a paper tiger is more and more obvious; the masses show their class hatred and their readiness to arm themselves and struggle all over the world. This is expressed in the imperialist countries as well as the oppressed countries of the Third World, which is the base of the world proletarian revolution. What is missing is the proletarian leadership. On this First of May, we once more call all the communists and revolutionaries of the world to strive harder and give all for the constitution or reconstitution of militarized Marxist-Leninist-Maoist Communist Parties, that apply Maoism to the concrete conditions of their countries and generate their Great Leaders and Great Leaderships, that initiate and develop people’s war in the democratic, socialist and cultural revolutions, always in struggle to the death against revisionism, until our final goal the forever golden Communism.
