On this anniversary of the People’s War in our fatherland the Peru People’s Movement expresses its jubilant revolutionary greetings to the victorious and powerful People’s War; the invincible Marxist-Leninist-Maoist, Gonzalo Thought People’s War that continues its unalterable march under the leadership of the Communist Party of Peru, conquering victory after victory for Chairman Gonzalo, the Party and the Revolution; the shining torch of the World Revolution; the sole path of the people, the sole path until Communism. We greet our beloved and respected Chairman Gonzalo, Great Leader of the Party and the Revolution, who has reconstituted the Party, who leads it in the People’s War, and has become the greatest living Marxist-Leninist-Maoist on the face of Earth, a great political and military strategist, teacher of Communists, center of Party unification, who has bestowed the Party and the Revolution with its indispensable weapon and guarantee of triumph, Gonzalo Thought. It is with this creative application of the unfading ideology of the international proletariat, Marxism-Leninism-Maoism, principally Maoism, that Chairman Gonzalo has created his all-powerful thought, Gonzalo Thought, the universal truth applied to the concrete reality of Peru; it is by applying Marxism-Leninism-Maoism, Gonzalo Thought, that the Party is continuing to resolve all the problems that present themselves in the course of the People’s War: the People’s War is guided by the blazing red flag of Chairman Gonzalo, and this guarantees its final triumph. Similarly, we greet the heroic combatant, the Communist Party of Peru, a Marxist-Leninist-Maoist, Gonzalo Thought Party, a militarized Party, a machine of war, today led, under the Great Leadership of Chairman Gonzalo, by Comrade Julio, who heads the Central Committee, a recognized and proven leadership that, jointly with the other comrades, is leading the People’s War, applying Gonzalo Thought, within the Strategic Equilibrium and has taken the Party to find itself within the final moments of its reorganization; and the People’s War finds itself at the gateway of emerging from the complex bend in the road of the People’s War that the arrest of Chairman Gonzalo implied. We greet with overflowing revolutionary jubilation the heroic masses of our people who struggle daily, giving their lives in the People’s War, and we particularly greet the masses of the revolutionary Support Bases, masses that are a shining example for all our people and all the peoples of the world; masses that, with their beautiful blood, under the leadership of the Party, are conquering power throughout the country, destroying the old state and creating a New Power, and, thus, fulfilling their role of making history.

With lead the new dawn of the Peruvian people was opened; the future began in Chuschi. It has now been 20 years on the armed march toward the establishment of the People’s Republic of Peru, the culmination of the democratic revolution, so that, having achieved this objective, the march toward the socialist revolution and successive cultural revolutions will continue forward until the march of the People’s War ends, having reached the final goal: the always golden Communism. This 20^th anniversary, we see how the People’s War will develop powerful successes, taking the Peruvian people toward their true emancipation, serving in a decisive way the World Proletarian Revolution.

Long Live the People’s War, the only path of the people!

On May 17, 1980, the PCP, under the personal leadership of Chairman Gonzalo, opened with fire a new stage in the history of the Party and the history of Peru, passing over to shape the path of surrounding the cities from the countryside to conquer Power countrywide, and we entered the strategic offensive of the World Revolution. Three questions, one sole future: Party, the history of Peru, and World Revolution.

Three questions that pose contradictions, which the Party began to resolve with arms, passing from times of peace to times of war with clear conviction, as Chairman Gonzalo indicated on April 19, 1980: "the contradictions gather together but we handle them. We have learned how to handle history, its laws, contradictions. It is in our hands to resolve them, shaping them in warlike deeds; nothing will stop us. We will irreversibly pass over to times of war, the contradiction will unfold, the new will triumph and take us to the end."

Today, 20 years later, the People’s War in Peru blazes powerfully and victoriously the length and breadth of all our landscape, confirming the historical truth that nothing can stop us, that nothing will stop us and that all the problems that present themselves will be brilliantly solved by the Party by applying Gonzalo Thought, showing the world the clear validity of Marxism-Leninism-Maoism.

Thus the deeds speak: in 1983 and 1984, the reactionary armed forces resorted to the most dark and sinister genocide against the masses, principally in the provinces of Ayacucho, Huancavelica, Apurímac and Pasco; there was an inflexion, after which the Party and the People’s War emerged stronger. In 1986, the genocide of extermination against the PCP’s political prisoners and prisoners of war; the reactionaries thought to make a crushing blow from which we could not recover, but these were only the dreams of hyenas, since the political prisoners and prisoners of war of the PCP stamped the Day of Heroism, conquering a great political, military and moral victory for the Party, and the People’s War developed further. On September 12, 1992, the Peruvian reactionaries, headed by the fascist, genocidal and country-selling Fujimori, with the support and leadership of Yankee imperialism, captured Chairman Gonzalo and, once again, dreamed of a rapid triumph.

But on September 24 of the same year, Chairman Gonzalo made his masterful speech, where he indicated that his arrest was only a bend in the road, calling for the strengthening of all forces to continue applying the Party’s plans and developing the People’s War until victory, shaping a great political, military and moral victory for the Party and the Revolution, and struck a hard blow against imperialism, principally Yankee, and the fascist, genocidal and country-selling regime of the landlord-bureacratic state.

Thus the Party, under the leadership of Comrade Feliciano, who seconds Chairman Gonzalo, applying the plans of victory agreed to by the Third Plenum, used People’s War to crush the revisionist and capitulationist Right Opportunist Line and the wretched rats that tried to sell the Revolution for a plate of beans by slandering Chairman Gonzalo, as if he was the author of the "peace letters", a hoax made in the prison along with reaction and imperialism, to assassinate him and derail the People’s War, has conquered ever greater victories, and today we find ourselves at the gateway of the total overcoming of the bend in the road, after having overcome the inflexion.

In July 1999, the arrest of Comrade Feliciano occurred; afterward, the Party, as always, resolved in a brilliant way the key question: the question of leadership. Comrade Julio assumed the leadership of the entire Party and the People’s War. The MPP immediately took a position; we subjected ourselves and closed ranks around the system of Party leadership, established by Chairman Gonzalo, together with all the Party and all the organisms that it leads.

It is Comrade Julio who heads the Central Committee; to him we express with revolutionary jubilation our total and complete recognition and we reaffirm ourselves on our clear conviction that we can count on a leadership proven for years, forged by our Great Leader, Chairman Gonzalo, in his image and likeness, that will take us to final victory.

The People’s War in Peru is unfolding within the strategic equilibrium and marches unstoppably to conquer Power countrywide; it is the powerful and victorious torch of the World Revolution, as the vanguard of the New Great Wave of the World Proletarian Revolution, which we are entering today.

The process of forging and unfolding 20 years of People’s War encloses five milestones: Definition, Preparation, Initiation, Development and Conquest of the strategic equilibrium; and the People’s War, strictly speaking, develops as a process of qualitative leaps through six levels until now, levels that are wider and higher that express how the war has become more complex.

Today the Party finds itself applying the VI Military Plan of Building the Conquest of Power, within which the current Plan underway is developing: Unite the people against the fascist, genocidal and country-selling dictatorship, developing more People’s War!

The Party has defeated all the plans, campaigns and enemy operations; thus, the People’s Liberation Army, under the all-round leadership of the Party, in the final trimester of last year, has defeated the campaign of encirclement and annihilation that the enemy unleashed against the Support Bases and People’s Committees, which they called "Aniquilador", the same one that was carried out in the central-eastern part of the country, a region of great strategic importance, and, as such, it has to do with the passage from the south to the north, as well as the eastern region of the capital. As the enemy has admitted, for the last ten years, the Party has been challenging them for the control of the same, and they have had no success, despite employing thousands of troops, heavy artillery and the most modern attack helicopters under Yankee command. In this way, the New Power has been defended and developed (the Support Bases and People’s Committees that make it up); thus, these victories indicate that the strategic equilibrium has developed, that it has advanced within the relative stability of the Support Bases, and this is a great victory for the People’s War.

Remember that the revolutionary civil war develops as a contradiction between campaigns of encirclement and annihilation of the enemy and the Party’s counter-campaigns. The defeat of a campaign by the enemy by one of our counter-campaigns is a victory of the People’s War, and—not only this—in this case it is a great victory.

This great victory of the People’s War has been achieved amidst big actions, like the one carried out against the helicopter in Satipo, actions that materialize what was agreed upon by the Central Committee of the Party, as they express in their pronouncement, "The Speech By Our Great Leadership is a Combat Weapon That Shines Victoriously and Powerfully Before the World" of September 1999, where it says: "Thus, the Communist Party of Peru calls for taking up the speech as a combat weapon; applying the all-powerful Gonzalo Thought to resolve the new problems (Third Plenum), that is the guarantee of victory until Communism; and defending the life and physical integrity of our Great Leadership with People’s War. And we must celebrate the 50^th anniversary of the Chinese Revolution with actions that shake-up the rotten imperialist order, in order to enthrone our scientific, proletarian ideology among the masses."

Similarly, it is worth mentioning the great political, military and moral triumph reached by the combatants, both men and women, in the Shining Trench of Combat of Yanamayo, on February 7, 2000, causing the defeat of the infamous genocide against the prisoners of war of the Peruvian state and its fascist, genocidal and country-selling government, and the puppet Fujimori who heads it, carried out by the goncidal armed forces and police, with the advising and blessing of imperialism, principally Yankee, pushing its "low intensity war", counting on the complicity of the International Red Cross. The imprisoned combatants achieved "the unmasking of the fascist concentration camps of the Naval Base, Yanamayo and Challapalca, of their plans of greater isolation, annihilation and genocide, in defense of the rights of the people, of the Revolution and our lives, and, principally, to Defend the Life of Chairman Gonzalo, who finds himself in the greatest isolation since 1992", and against whom the fascist dictatorship, Yankee imperialism, and the treasonous rats of the Right Opportunist Line are raising counter-revolutionary hoaxes.

"We also unmask all types of opportunists and revisionists, principally the black heads of the revisionist and capitulationist Right Opportunist Line that raise up a peace accord, that loudly demand amnesty and enlistment and furthermore traffic with the prestige and known ascendancy of Chairman Gonzalo and the Communist Party of Peru, imputing that he is asking for a peace accord. Furthermore, these gentlemen have never done anything for that which they frequently claim to defend: ‘the presentation of Chairman Gonzalo’, nor do they defend the rights of the prisoners of war; but today, with the repercussion of the struggles of the prisoners of war of the Communist Party of Peru, they seek to shamelessly traffic and climb on top of the shed blood to achieve some little thing on their road of amnesty and enlistment. We say that the omnipotent Marxist-Leninist-Maoist, Gonzalo Thought People’s War, will sweep away and convert imperialism, reaction and all types of revisionists into a few black ashes." (Pronouncement by the Prisoners of the STC, February 7, 2000).

This indicates that the Party unalterably maintains the course of the Revolution, the struggle to shape the immediate goal of conquering power countrywide, concluding the democratic revolution and establishing the People’s Republic of Peru; this is the political strategy that guides us, despite the problems of the bend in the road, showing a great power of recuperation, "This demonstrates that the Party has known how to generate a leadership for our necessity, for our reality; we are sufficiently forged, we are not daunted by risk, we are not stopped by dangers, all this is one more test—let it be welcome!" (Pronouncement by the CC, September 1999).

Meanwhile, on the other hill, bureaucratic capitalism lives through the most serious crisis of its history, and the fascist, genocidal and country-selling government finds itself passing through the worst difficulties, despite the fact that, as the biggest lackey of Yankee imperialism, it obtains great resources for the counterrevolutionary war within the "low intensity war" that it applies, under the command of Yankee imperialism. This has made it sink, as was foreseen, into the biggest and deepest scandals of corruption, its economy is in recession, to the point that the greater part of the Economically Active Population is unoccupied and that, paradoxically, thousands of school-age children are forced to work to survive; that 50% of the urban population and 70% of the rural population lives off "aid" and that, to this, we must add the astronomical growth of the foreign debt, the trade deficit and the balance of payments. With respect to their "legitmacy" that worries them so much for their "low intensity war", this is gravely ill both internally and abroad; the government and the authorities in these last ten years have been "elected" with percentages that go from 30 to 70% absenteeism in a great part of the national territory, and 25-30%, without counting the blank, void and mutilated ballots. This de-legitimizes, not only the government, but also the old state, itself, which it represents; this shows how the boycott that the Party applies is correct. Fujimori, which is to say the FGCS armed forces under the command of the CIA agent, Vladimir Montesinos, directly subordinate to Yankee command (Southern Command of the US Army), absolutely controls all the machinery of state, which permits them, like never before, to stuff ballot boxes and handle voting lists and electoral results to their clear disposition. The dispute between the factions of the big bourgeoisie has aggravated the regime’s situation even more, and the forced electoral process for the change of authority of the old state sinks them even more. Reality shows, therefore, that they have not been able to fulfill the three counterrevolutionary tasks—the reinvigoration of bureaucratic capitalism, the restructuring of the state and annihilating the People’s War—because this is a historical and political impossibility. The direct and indirect intervention by Yankee imperialism grows more each day: US Marine bases in Iquitos, directly linked to what was established in Manta, Ecuador, planning their union by road and waterway, to which can be added the bases they already had in Santa Lucía and Uchiza, a new undercover base of the Yankee DEA in Ayacucho, more than 100 floating bases constructed, equipped and led by the Yankees that act, according to their own records, along 10,000 kilometers of our jungle rivers; all of this leads to the sharpening of the class struggle in the country and all the Andean region and South America. It also leads to the change of contradiction towards nation/imperialism expresses itself more and more. Definitively, it leads the Communist Party of Peru, the Party that leads the People’s War that is the vanguard of revolution in the world, to lead this great emancipatory gesture against the sole hegemonic power, Yankee imperialism.

On the recent elections organized by the old state, first we must start from the Marxist-Leninist-Maoist, Gonzalo Thought position: it is necessary to differentiate between a state system and system of government; the state system are the classes that are in power, in Peru’s case it is a landlord-bureaucratic state. Regarding the system of government, it is the form that these dominant classes adopt to exploit, whether they are deploying a demo-liberal regime or a fascist one, but both exercise a class dictatorship, a landlord-bureaucratic dictatorship unfolding a bureaucratic capitalism that is a capitalism that develops tied to imperialism in the backwards countries, evolving more feudalism instead of liquidating it, in order to exploit and maintain its hegemony. Thus the elections are no more than a means of domination of the landlords and big bourgeoisie, who make up part of the Yankee strategy of the so-called "low-intensity war"; for the people, they are not an instrument of transformation, nor a means to overthrow the power of the dominators. For this reason, the boycott organized by the Party, as part of the People’s War, is, therefore, the only just and correct politics to follow in the face of this electoral farce; and the Peruvian people know this well, and, for this reason, the boycott carried forward by the Party has been a new, great victory of the People’s War. Although the fascist regime has carried out extensive fraud, making up some 1.5 million votes out of nothing, they have not been able to hide that absenteeism has grown by almost 10 points since the last presidential elections; from all parts there are confirmations that the figures presented by the National Office of Electoral Processes (ONPE) are so manipulated and falsified that really they have no validity. But the real problem is not fraud: the problem is not whether the "winner" is the current puppet or the Yankee "cholo", because none of these puppets can change the essence of the landlord-bureaucratic dictatorship that continues to exist; for this reason, the important conclusion of the first round is that the tendency to reject the old state is increasing. This confirms what 20 years of People’s War has shown: the people don’t want the old state, they need another one, they need a People’s Republic of Peru, because the old state can never resolve the problems of the people, it can never finish with exploitation and oppression, on the contrary it is the old state that maintains it. The elections are not a necessity for the people, rather, for the exploiters, in order to reach agreement to exploit and repress the people, and, for this reason, various parties and organizations struggle, saying "we should be part of globalization", "we should incorporate ourselves early so as to have better opportunities", "we are not an island", thus, expressing their unchecked servility to their Yankee master, each one presenting himself as their best representative; this FGCS government adjusts its structures and its laws in order to reelect itself, trampling their own constitution as often as necessary. Also, the boycott abroad has expressed itself successfully; for example, in Sweden only 25% of those expected to vote for the representatives of the old state have voted in the presidential elections, and of these votes emitted 21,31% have been blank or void. This is a clear expression of how the masses abroad are rejecting the old state, as well, and how the Party work is advancing. The only just and correct thing to do before the second round of voting is to carry forward the BOYCOTT OF ELECTIONS and to do so linked to the celebration of the 20^th anniversary of the People’s War.

Why has it been possible to develop the People’s War in Peru, serving the World Revolution? Why does the People’s War in Peru serve for Maoism to be the command and guide of the World Proletarian Revolution? Because we have the recognized Great Leadership of Chairman Gonzalo, Great Leader of the Party and the Revolution, continuer of Marx, Lenin and Chairman Mao, center of Party unification, and his all-powerful thought: Gonzalo Thought, guarantee of victory that takes us to Communism. Because we have the most advanced ideology of the present epoch, Marxism-Leninism-Maoism, and Gonzalo Thought, which is specifically principal for us, which is the result of the creative application of our universal ideology, Marxism-Leninism-Maoism, to the concrete conditions of the Peruvian Revolution and the international class struggle. Because, consequently, we have the most advanced military theory, the complete military theory of the class, the military theory of the proletariat, which was established by Chairman Mao Tse-tung and which continues to be developed, in applying it creatively, by Chairman Gonzalo and the Communist Party of Peru; it is this way because we have a superior strategy, the invincible strategy of people’s war. Because the Communist Party of Peru is the one who is leading everything, a Party reconstituted by Chairman Gonzalo as a Party of a new type, that is, a Marxist-Leninist-Maoist, Gonzalo Thought Party, the heroic combatant that leads the Revolution; a militarized Communist Party, that applies concentric construction of the three instruments of the Revolution: Party, People’s Liberation Army and New Power.

Long live the New Great Wave of the World Proletarian Revolution!

Defeat the general counterrevolutionary offensive!

Analyzing the process of the World Proletarian Revolution, starting from what was established on this by Chairman Mao Tse-tung, Chairman Gonzalo has reached the conclusion that since the beginning of the decade of the 1980s, the World Revolution is unfolding within its strategic offensive; it is necessary to start from this masterful Marxist-Leninist-Maoist, Gonzalo Thought thesis when we look at the current world situation. In all corners of the world we can see wars of all types and the sharpening of all the fundamental contradictions of the world today; we can see the sharpening of the contradiction between the proletariat and the bourgeoisie, the inter-imperialist contradiction, and the contradiction between imperialism and the oppressed nations, which is the principal one in the world today. The class struggle between the bourgeoisie and the proletariat is growing in size and force; the growing misery of the widest strata of the working class generates that, the same time that all the world hear about the immense profits of a few imperialist enterprises (e.g. Finland, where Nokia makes superprofits at the same time that 200,000 people are dependent on non-governmental groups for food in order to survive). These sharpen the polarization and carry the masses to clamor for more leadership; the extensive strikes must be seen this way. Not even within the United States, itself, can the imperialists feel calm; as we see day by day now, the masses express their growing repudiation and rejection of the imperialist system, and everyone knows that the Los Angeles rebellion has only been an anticipation of what is to come. The inter-imperialist contradiction is expressed in the different trade wars, in the wars that the imperialists carry out amongst themselves through their puppets (e.g. in Africa, where 100,000´s have died in the last few years in wars promoted by the imperialists), and in the formation of alliances for war; the sole, hegemonic superpower is Yankee imperialism, which seeks to impose itself more over the powers and atomic superpower of Russia, but in all parts they face problems and cannot, nor will they ever be able to. The only thing they will be able to do in reality is defend what they have, but this is a situation that condemns them to defeat, because they know that in all things and in nature the law is: advance or retreat, advance or die. The sharpest contradictions in the world today, the principal contradiction, between imperialism and the oppressed nations of the Third World, is expressed in multiple variations—the struggles of the peasants in Zimbabwe that seek to take advantage of native reaction in its relationship with British imperialism, the treaties of "free trade" that are nothing more than chains to subject the oppressed nations to greater imperialist exploitation, the occupation of the greater part of the Balkans, the continuing aggression against Iraq, are only some clear examples—but the peoples struggle, and we see a greater advance in the struggle of the popular resistance against imperialist domination; and the wars of aggression of imperialism against the oppressed nations that have marked the past decade are going to continue, because it is a necessity of imperialism, it is all decisive to maintain their domination over the colonies and semi-colonies, otherwise there would be no imperialism. The United Nations is nothing more than an imperialist institution dominated by the biggest gendarme, the U.S. Thus, in the world there are contradictions that sharpen, and this is promoted by the decomposition of imperialism and, principally, by the advance of the Revolution as the principal historical and political tendency. We see the process of the World Revolution in order to see the role of the People’s War in Peru. Since the appearance of the Communist Manifesto elaborated by Marx and Engels, in which the fundamentals and program of the proletariat is established, 152 years have passed. During these years of struggle for the proletarian revolution, four principal milestones have been marked in the World Proletarian Revolution: 1871, the Paris Commune, where, for the first time, the proletariat takes power; 1917, the triumph of the October Revolution in Russia, the class establishes the dictatorship of the proletariat and opens a new era; 1949, the triumph of the Chinese Revolution, which establishes the joint dictatorship led by the proletariat, and the step to the socialist revolution is resolved, changing the correlation of forces in the world; and the decade of the 1960s with the GPCR, led by Chairman Mao Tse-tung, continues the Revolution under the dictatorship of the proletariat in the sharp struggle between restoration and counter-restoration.

Having analyzed human history, the history of class struggle, in the 1960s Chairman Mao reaches the conclusion that, starting from then, an epoch of 50 to 100 years was beginning in which the proletariat and peoples of the world would completely sweep imperialism and reaction from the face of Earth. Chairman Mao established the strategy of the World Revolution—but the revisionists hide it—that in this situation what the Communists must do is to continue developing Chairman Mao’s own theses and not propound "heroic creations", as some self-proclaimed Maoists do, forgetting about Chairman Mao, and begin to talk about "starting from Lenin", in this way negating that Maoism is the third, new and superior stage, because they base themselves solely on the previous stages, without taking into account the development of Marxism made by Chairman Mao; therefore, it is decisive to start from [the position] that we are within the epoch of 50 to 100 years, and it is in this way that we can understand the strategic offensive of the World Proletarian Revolution. Starting from Chairman Mao and living in the process of the World Revolution, it is Chairman Gonzalo who is making contributions to the development of Marxism, applying the stages of people’s war to this process, taking into account that 1980 marks the initiation of the strategic offensive of the World Proletarian Revolution, seeing that the struggle between restoration and counter-restoration is extremely sharp and severe and will demand approximately 200 years for the proletariat to definitively install itself in power, starting from the Paris Commune. Thus the strategic defensive of the World Revolution covers from the Commune to World War II; the strategic equilibrium occurs around the triumph of the Chinese Revolution, the Great Proletarian Cultural Revolution and the development of the powerful national liberation movement; the World Revolution enters the strategic offensive around 1980, when there are various signs, principally the initiation of the People’s War in Peru. We are thus moving within this strategic offensive, and if this isn’t understood it is because of a lack of understanding of Maoism; within this offensive we can see how a New, Great Wave of the World Proletarian Revolution has begun to develop: with the People’s War in Peru as the shining torch, we can see how the People’s War in Nepal is developing itself within the strategic defensive of its particular war, until the conquest of revolutionary Support Bases; we can see how the Maoists in Turkey advance in armed struggle, deploying to new zones, with the objective of establishing new power; we can see how revolutionary forces in India and other parts of Asia are developing armed struggles against imperialism and reaction; to this can be added the extensive popular struggles that are expressed more and more throughout the Third World, e.g. the peasant rebellions in China, Bolivia and Brazil; we see how the struggle of the proletariat in the imperialist countries is expressed in various forms, in the imperialist metropoles there is no peace in the streets, and their police forces are militarized more and more to suppress the explosive struggle of the masses, but it is not possible for them to finish off the armed struggle. A powerful wave that has begun to unfold itself at the world level, but which is still only in the initial stages; what is necessary to develop it more is principally for the Communists of the earth to assume their responsibilities more and reconstitute the Communist Parties as militarized, Marxist-Leninist-Maoist parties, who should apply the universal truth of Maoism to the concrete conditions of their countries in order to initiate people’s war as soon as possible, generating in this process a guiding thought and based on this a great leadership that guarantees its triumph; there are advances in this process, that form part of the development of the new wave, e.g. the initiation and development of people’s war since 1996, and recently the foundation of the Maoist Communist Party of Italy, deeds that fill the Communists and revolutionaries of the world with joy and clearly show how, in all parts, revolution expresses itself as the principal tendency. It is the People’s War in Peru that has shown the path, it is the People’s War that is the defiant torch of this New Great Wave as the most developed revolutionary struggle in the world; the People’s War that has unfolded within the Strategic Equilibrium, defeating the campaigns of encirclement and annihilation that the old state’s armed forces carry out, heroically defending the New Power as the best proof, the best confirmation of the clear validity and vigorousness of Marxism-Leninism-Maoism, Gonzalo Thought.

The imperialists seek to avert the New Great Wave of the World Proletarian Revolution, they seek to change the course of history, they seek to change the course of matter, itself, developing a sinister general counterrevolutionary offensive, headed up by Yankee imperialism, vilely attacking all that revolution implies, imperialism which, in that part of the period of its sweeping away, will seek to drown whichever revolutionary struggle, particularly where people’s war is developed; they use revisionism to attack revolution and, in some cases, use weapons to their benefit, e.g. the night-time terrorists of the MRTA or the revisionist organization FARC, who change masters at any moment, who are nothing more than a chess piece of the imperialists; they attack in a systematic way Marxism-Leninism-Maoism, the dictatorship of the proletariat, socialism and the Communist Party in order to make the masses dream of "the defeat of socialism" when the only thing that has fallen, the only thing that has been scratched has been revisionism, itself, social-imperialism, because in 1956 and 1976, respectively, there has not been socialism in the USSR or China because, in that time, the revisionists usurped power, but this doesn’t indicate, either, that socialism has failed; rather, it confirms what Marxism has taught us about the process of restoration and counter-restoration. Today the spokesmen and hacks of imperialism fill their mouths and pages with exultant exclamations about the infamous "globalization", an empty phrase with which imperialism seeks to hide its monopolistic, parasitical and decrepit character, the propaganda about "globalization" forms part of the general counterrevolutionary offensive. They seek to present things as if we had entered a new phase of imperialist expansion, but that is not how things are, there is no new phase of the development of imperialism, there is no remedy for them, nothing that will change their fundamental characteristics; furthermore, imperialism is always assigned in history to be the antechamber to proletarian revolution.

To defeat the general counterrevolutionary offensive, the Communist Party of Peru is developing, with the People’s War, the Marxist-Leninist-Maoist, Gonzalo Thought counteroffensive, a counteroffensive headed by Chairman Gonzalo. We see the importance that the People’s War in Peru has had for the World Proletarian Revolution: the People’s War is initiated in the moments when we are entering into the strategic offensive of the World Revolution; it is the torch of the New, Great Wave of the World Revolution and, with the People’s War, the Party develops the Marxist-Leninist-Maoist, Gonzalo Thought counteroffensive at a world level.

It is within the development of the People’s War that the clear validity of Marxism-Leninism-Maoism has been confirmed as the third, new and superior stage of Marxism, that allowed Chairman Gonzalo to define it that way. For the World Revolution to advance, we need Maoism as the command and guide; and for this, it is necessary to struggle to concretize the pending task; that is, reconstituting the Communist Parties as militarized, Marxist-Leninist-Maoist parties that initiate and develop People’s War, generating their respective great leaderships, sustained by a guiding thought, products of the consequential and creative application of Marxism-Leninism-Maoism to the specific conditions of each revolution.

All the revisionist, rightist, opportunist positions, all the hidden or open attacks against Marxism, against Maoism, are an expression of this sinister counterrevolutionary offensive, which expresses that at the international level the struggle intensifies, it develops. The counterrevolutionary hill will not forgive that the People’s War in Peru is the powerful and victorious torch of the World Proletarian Revolution. Recall the quote from Chairman Gonzalo in April 19, 1980, on the three contradictions and how the Party handles and is resolving them through the People’s War; let us understand this, this is a new situation, in which the People’s War is unfolding the strategic equilibrium, which is expressed concretely in the Construction of the Conquest of Power. As such, link everything: "link the intensification of the class struggle to the People’s War, to the Conquest of Power countrywide, that it become specified as a two-line struggle within the Party, that it be expressed as People’s War against counterrevolutionary war in the country and revolution and counterrevolution in the world". (Third Plenum)

Let there be no doubt, the People’s War in Peru has served, is serving and will serve the World Revolution in a decisive form.

It is now 20 years of People’s War and some don’t understand why this should be celebrated; they say "20 years is a long time, why haven’t we won by now, how much longer do we have to wait?" It is necessary to see that it is a revolution and, furthermore, a people’s war. A revolution is not a coup d’etat, a revolution is an act of violence by which one class crushes the dictatorship of the dominant class and establishes its own dictatorship; the People’s War is the military theory of the international proletariat, and in each country the proletariat, under the leadership of its Party, the Communist Party, should apply it to the concrete conditions. People’s war is a protracted war; for us it is not a problem that 20 years have passed because the People’s War is that way, the Revolution is that way; more time, less time, the People’s War will triumph and for each day that passes we are closer to the conquest of Power countrywide. We have crossed the greater part of the road, we are sufficiently forged; what remains is time and more development of the People’s War; we have all the reason to celebrate and we will do so with the international proletariat and the peoples of the world; we will celebrate the invincibility of the People’s War.
