Proletarians of all countries, unite! LONG LIVE THE DAY OF HEROISM! On June 19, 1986, the fascist APRA government headed by Alan García, manipulating the "peace commission" and mobilizing the reactionary armed forces and police forces, consummated the most infamous genocide, assassinating hundreds of guerrilla soldiers and sons and daughters of the people, prisoners of war. This is a genocide that the people will never forget and that only the people will punish! The previous day, June 18, 1986, in El Frontón, Lurigancho and Callao, the prisoners of war stood up in rebellion against the new genocide that was on its way, after having publicly denounced the carnage that the government and its armed forces were plotting. Our combatants fought heroically and valiantly and thus, June 19 was imperishably imprinted as DAY OF HEROISM, conquering a great political, military and moral victory for the Communist Party of Peru, for the class and for our people. And today, 17 years later, the Peru People's Movement, standing together with our Party and its central leadership, our People's Liberation Army and the masses of the new power, solemnly renews its unwavering promise, expressed by our Chairman Gonzalo as follows: "The glorious belligerent death of these prisoners of war is finding warmth in the blood that already has been shed and facing this we communists, combatants and sons and daughters of the people, armed, take up the irrefutable promise to continue their shining example, in order to, developing the People's War, serve World Revolution until the unfading light of communism finds its place all over the globe under the undefeated banners of Marx, Lenin and Mao Tsetung, of the ever living Marxism-Leninism-Maoism. Glory to the fallen heroes, long live the revolution!" (Peru, June 1986) On this day we also denounce, as we have done before,
the fact that the government of the Yankee with Indian hat (Toledo)
and its armed forces, under the leadership of Yankee imperialism
within the low-intensity warfare it leads, are continuing the genocides
against the people in the countryside as well as in the cities,
plotting a new slaughter against the prisoners of war. To this end,
they are applying their plan to assassinate Chairman Gonzalo. It
is within this plan that the "new antiterrorist laws"
and the "new trials" are being made, in order to legalize
all that has been done by the fascist, genocidal and country-selling
Fujimori government. They are doing it while presenting their entire
montage as "due process" for a "fair sentence"
in "democracy," whereas they in reality do not have any
kind of legitimacy whatsoever, being as they are, a simple runt
of Yankee imperialism and all these "new trials" take
their starting-point in the recognition of Fujimori's coup d'état,
of its decree-laws and of the Constitution it dictated, in violation
of their own legal order. To do it, the old state has explicitly
renounced from their "state ruled by law" through the
ruling of its Constitutional Court on January 3, 2003, by which
all the acts of the de facto government are declared legitimate.
Being consistent with this and going against all national and international
norms on the treatment of prisoners in general, Chairman Gonzalo
is being kept in absolute isolation since more than 10 years back.
All these "new laws" and the confinement, without any
kind of valid legal mandate whatsoever, of Chairman Gonzalo and
of thousands of prisoners of war, is being made with the backing
and complicity of the defenders, of whom there is so much cackle,
of the human rights and the organizations that they represent, those
in Peru as well as in the rest of the world, and with the ominous
role played by the International Red Cross, which is repeating the
cynical declarations of the representatives of the Peruvian government
when they say that "the legal process and the conditions of
incarceration have been made more supple." The so-called "Truth
and Reconciliation Commission" (CVR) is related to all this,
along with the most recent campaign of the reactionary press, paid
by Yankee imperialism, that has already told "that the Shining
Path is responsible for more than 50% of the dead" and that
"the Shining Path is a party, but a genocidal one." To
this is added the accords, made under the table between reaction
and the miserable rats of the revisionist and capitulationist right-opportunist
line (ROL), to say that Chairman Gonzalo "does not want a new
trial because this would be a new reactionary circus." They
are thus repeating what María Pantoja did when international
lawyers wanted to visit Chairman Gonzalo: she presented a pulp document
saying that the Chairman "did not want to have any defense
since this was in conflict with the 'peace accords'." What
they are attempting to do in this way is to set up a "new trial"
against Chairman Gonzalo, violating all his rights and maintaining
him in absolute isolation and sentence him for "genocide",
in order to subsequently assassinate him. This is what the old state
is aiming at, following the baton of Yankee imperialism; this is
why Yankee imperialism, through USAID, is paying the CVR and also
the so-called legal reform, principally concerning penal matters.
Facing this, the Party defends Chairman Gonzalo's health, life and
rights with people's war. This plan of annihilating our Great Leader,
instigated by the reaction and imperialism with their servants of
the ROL, we will blow into a thousand pieces. They are condemned
to fail and fail they will, as they always do, confronted by the
demolishing onslaughts of our invincible People's War and the support
of the international proletariat and the peoples of the world. To
this end, it is necessary to carry out a vast campaign to denounce
this reactionary plan and defend Chairman Gonzalo, Great Leader
