Proletarians of All Countries, Unite! CENTRAL DOCUMENT OF THE PERU PEOPLE’S MOVEMENT FROM THE INTERNATIONAL CONFERENCE IN MADRID, 19TH OF OCTOBER 2013 The Peru People’s Movement, the generated organization of the Communist Party of Peru for the international work, expresses its most solemn salute, full of revolutionary joy and optimism, to the Reconstruction Committee of the Communist Party of Ecuador, that, showing proof of steeled communist principles and unyielding firmness in the aim of taking the road, in thunderous two line struggle, towards the people’s war, participates as a driving force and organizer of this Conference. Likewise, we express our revolutionary salutes to all the Parties, organizations and comrades present, as well as to all the Parties and organizations of the glorious International Communist Movement. Comrades, as the objectives of this event well point out, it is urgent and necessary to strive to overcome the situation of dispersion that we are now experiencing in the International Communist Movement. All of us, communists and revolutionaries of the world, must struggle to achieve unity, unity based on the proletarian principles in a hard and implacable two line struggle between the proletarian line and the bourgeois line, and where, as committed communists, we must guarantee the victory of the line of our class, the red line, the proletarian line. The only guarantee of success is to stay firm on the principles. The reaction itself recognizes this, saying that “when the communists have applied their principles, they have never lost a war, they have only lost when they have not applied their principles.” Principles that have to be applied to the concrete situation of each country, in combat against imperialism, reaction and revisionism. Only a Party forged in the two line struggle, crushing lines contrary to the red line, and in actual, not cybernetic combat, against imperialism and reaction, can generate a guiding thought and a Great leadership. Only a Party of that kind, applying Maoism to the concrete reality, expressed in program and general political line, is in a condition to initiate people’s war and maintain it until golden Communism without capitulating before imperialism and reaction. Comrades, we insist and repeat once more: the current situation of dispersion in the ICM can only be overcome with the only communist method: the two line struggle between bourgeois and proletarian line. It is the duty of every communist to uphold, defend and apply Maoism and struggle for imposing it as the only command and guide of the new great wave of the world proletarian revolution, crushing the whole revisionist thesis of the “cult of personality”, “peaceful transition”. Crush all those siren songs that the miserable ones promote, all the revisionists, who flirt with “parliamentary cretinism”. The defense of Marxism, of the principles of our class, means the struggle to impose Marxism-Leninism-Maoism as third, new and higher stage of the universal ideology of the proletariat, and apply it to the concrete conditions of each country. First, there was opposition against Maoism. Second, there were organizations and persons entrenched in the Committee of the RIM who wanted to distort, manipulate and even scorn a truth that over time has proven undeniable: that the development of the People’s war in Peru and the whole struggle led by the PCP has contributed to and continues to contribute in a powerful and decisive way to the world revolution, precisely because it showed and continues to show before the world the validity of Maoism, the need to apply it, to have a guiding thought and a Great leadership of the revolution. Third, the arrest of Chairman Gonzalo and the structuring of an right opportunist line in the prisons, nursed by imperialism and reaction, along with the opportunist positions in the very leadership of the RIM, entrapped the extraordinary necessity for Maoism to take command of the new great wave of the world proletarian revolution. Fourth, the conditions were generated for rightist positions within and outside the Party. In the world, there is an overflow of revisionism; the right opportunism in the Communist Parties raises its head, in particular during this decade. From 1990 to 2000 it gestates, from 2000 until today it raises its head with its positions openly, with the RCP on world level and in Peru with the ROL, that focuses on going to elections, and then with the armed revisionism of the LOL. The main aspect of this situation of dispersion in the ICM is not the attacks from imperialism and reaction. It is not that the enemy is so powerful, like some say, or that the masses do not want revolution, as others say. No, the main problem, the root of the dispersion in the ICM, is the rightism in its own ranks; revisionism and opportunism, that today present themselves with a mask of so-called “Maoism”, i.e. what we call new revisionism – bourgeois line whose essence is capitulation before imperialism and reaction and the negation of Marxism. As always, the right insists that the dispersion is the product of “dogmatism” and of “errors” supposedly committed by the communists and revolutionaries, while we communists, as always, insist that unity is reached by upholding, defending and applying the principles of the universal ideology of the proletariat, today Marxism-Leninism-Maoism, principally Maoism, in order to maintain the course of the revolution until Communism. That is to say, that the struggle to unite the ICM, aiming for the new Communist International whose nucleus shall be led by those Parties that lead people’s war, is fundamentally a struggle to impose Maoism as the only command and guide of the world proletarian revolution, and the reactionary task given to the revisionists is to attack, revise neutralize and tame Maoism with the dark and impossible goal of crushing it. As we already know, the RCP (USA) and its head Bob Avakian since the beginning of the RIM have opposed the struggle for imposing Maoism in different ways, but the question is how convergences with Avakian continue to exist within the ICM. The goal of imperialism, that goes through its final crisis, is that revisionism lodges and thrives as an infectious parasite within the ICM so that the struggles of the masses do not go beyond the limit of reform. So that the masses that give their lives all over the world shall do so in the service of one or other imperialist superpower or power, so that they shall tail behind the interests of one of the factions of the big bourgeoisie; finally, so that the proletariat does not assume the leadership of the masses’ struggles, and to try to perpetuate the exploitation of one man by another. It is fundamental to derail the working class from its historical goal: communism, and precisely to this end serves the constant need to isolate the people’s war in Peru. For this reason, imperialism and new revisionism has raised the new hoax that the PCP does not exist, or that there is no Central Committee that leads it, along with the attacks against the MPP. We take firm position for the Marxist-Leninist-Maoist principle of the revolutionary violence as a universal law without any exception; the revolution as the violent replacement of one class by another, in the great thesis of Chairman Mao: “Power Grows Out of the Barrel of a Gun” and in the principle that “Without the Power, All is Illusion”. The fundamental point of Maoism is the power. At present we see that all over the world the masses of the people cry out for revolution, we see that there are magnificent objective conditions to initiate people’s war in all the countries of the world, in the imperialist countries as well as those of the Third World. What is missing is the indispensable subjective condition: the general staff of the proletariat in each country, the militarized Marxist-Leninist-Maoist Communist Party. Therefore, we take firm position for the universal validity of the people’s war, in the imperialist countries as well as in the semifeudal and semicolonial countries. We reaffirm ourselves in that the masses want to crush this decrepit bourgeois order and demand that their struggles be led by true Communist Parties of a new type, militarized and guided by Marxism-Leninism-Maoism, principally Maoism. Parties constituted and reconstituted in order to initiate people’s war until the conquest of power in the whole country. The masses cry out demanding to be led, our duty as communists is to found and structure the general staff of the class for the revolution: the Communist Party. Our Party, the Communist Party of Peru, firmly led by its Central Committee, continues to carry forward the invincible people’s war in the complex situation of overcoming the bend in the road, advancing in the mass work in the midst of a struggle to death against the ROL and the LOL. And, being a people’s war that is part of and serves the world revolution, the Party strives accordingly for the struggle to impose Maoism and against revisionism on world level. The Peru People’s Movement expresses its full, voluntary, unconditional and conscious subjection to our Great leadership Chairman Gonzalo, the greatest Marxist-Leninist-Maoist living on the face of the Earth, center of party unity and guarantee of triumph until Communism, to the whole Party, the heroic combatant, to its Central Committee and to the whole system of Party leadership. This Conference has been called jointly with the RC-CPE with the objective of driving forward the debate and the two line struggle on international level. It is up to every communist to take position and put it forward clearly and openly in two line struggle, based on the principles of Marxism-Leninism-Maoism, principally Maoism, to struggle implacably against revisionism, and reject the bourgeois methods of conciliation, dirty struggle, struggle without principles and all kinds of opportunism. Only thus, developing two line struggle, is it possible to achieve the unity of the communists without capitulating before imperialism and reaction. The experience of these more than thirty-three years of people’s war in Peru shows that the fundamental point is to maintain the principles. With people’s war, the PCP has crushed the hoax of the “peace accords”, it continues to combat the ROL and the LOL with people’s war and resolves the new problems that have appeared with Gonzalo thought. It was Chairman Gonzalo who, in hard struggle against revisionism, “guided the red fraction under the strategic policy of following the ‘Road of Encircling the Cities from the Countryside; from ’69 to ’76 it guided the Party with the strategic policy of ‘Reconstituting the Party for the People’s War’ and from ’76 to ’79 with the strategic policy of ‘Culminating the Reconstitution and Laying Down Bases’ for the initiation of the armed struggle.”(PCP – Military Line, 1988).And in this way, applying the universal ideology of the international proletariat to the conditions of our revolution, the people’s war was initiated on the 17th of May 1980 with an action against the reactionary elections, crushing all the revisionist positions (the first ROL) that said “there are no conditions”. The armed struggle was initiated applying the revolutionary violence not as merely “defensive” violence, not principally as an “answer” to the reactionary violence, but principally as people’s war to destroy the old and build the new. It was thanks to the application of the universal ideology of the international proletariat to our conditions in people’s war, that the Party came to understand Maoism as a new, third and higher stage of Marxism, and to develop the militarization of the Party and its concentric construction. Thus, in the midst of the people’s war, the First Congress of the Party was realized in 1988, the first Marxist Congress, that defined our Basis of Party Unity that continues to be valid and is the BPU to which the whole Party subjects; with its three elements, the ideology, Marxism-Leninism-Maoism, Gonzalo thought, principally Gonzalo thought, the Program and the General Political Line with its center the Military Line. And with this BPU, with this Great leadership and its all-powerful thought, with the principles of our class, the victory is guaranteed. Therefore, the struggle to death against revisionism as the main danger is decisive for the people’s war. COMBAT THE IMPERIALIST PLAN OF “PEACE ACCORDS” AND PARLIAMENTARY CRETINISM! |
